Special powers: Manipulation of inertia. Leon can alter an object's tendency to remain at rest or in motion, making it more or less resistant to changes in motion. He can alter a stationary object's inertia so that it'll go across the room with a slight push, or alter that of an object in motion so that it can easily be stopped without smashing through whatever is in its way.
History: Leon comes from a fairly well-off family in Hong Kong. His father is a lawyer, who has for years had connections to Matthew Tong and the 14K, though said connections are well hidden enough that law enforcement knows nothing about them.
He was always closer to his uncle than his father, however, and from him, Leon learned martial arts. "Learned" is probably an inadequate description; it would be more accurate to say that he ate, slept, and breathed martial arts under his uncle's watchful eye. He did well enough in school, studying hard less because of any real interest in the subject matter and more because he knew if he didn't measure up to his father's expectations, he wouldn't be allowed to continue training with his uncle, and Leon would sooner have died than have that taken from him.
He entered university more because it was expected than because he had any particular desire to; although his father could exert considerably less pressure over him as he grew older, Leon still felt it wise not to alienate him. He studied computer science, still doing reasonably well, but after graduating he wasn't really sure what to do with himself.
That was when his father's connections to the 14K came in: Leon was introduced to Matthew Tong, who easily earned his respect and made a proposition. Leon had a completely clean record and many of the qualities that the Hong Kong Police Force looked for when recruiting -- making him an ideal candidate to enter the police force, play at being legitimate, and quietly funnel information back to 14K.
He took the deal, and now holds the rank of inspector within the Criminal Intelligence Bureau, though he also works closely with the OCTB on many of their cases. Although he has no access to undercover files or the more classified dealings of the CIB, he has been able to warn 14K of some of the information that undercover police have passed back about them, and he has been able to warn about operations to shut down some of 14K's deals, giving the triad time to pull out and cover their tracks.
He's seen as an excellent candidate for promotion within his department, as well. It's only a matter of time before he works his way up, he thinks.
Personality: Leon appears serious to the point of deadpan; he never laughs, rarely smiles, and is not the kind of guy you'd ask for a drink after you're both done with work for the day. On the other hand, he's equally unlikely to get excited, worked up, or angry; he's not quite a robot, but his colleagues have joked (not to his face) that he certainly comes close.
(In actually, he has a slightly morbid sense of humor and is amused by things far more often than he lets on.)
He respects strength and shows loyalty to those he respects; kick his ass in a fair fight and you'll have no problems dealing with him. To those he disrespects, however, he isn't blatantly rebellious. He simply doesn't take them seriously. If he must pay them respect for appearance's sake, he will, but he won't mean a word of it and he'll feel no remorse about going behind their backs. He can be somewhat passive-aggressive with people he disrespects, but if someone has earned his loyalty, he'll never say a word to them that he doesn't mean.
Appearance: Leon looks, at first glance, to be a rather unassuming white-collar type. He's of about average height, dresses and grooms himself neatly. Someone with a more careful eye might notice that even if he doesn't have a large frame, he nonetheless has a very toned build and is in top physical shape. His posture is excellent.
